Clear Water Is a System, Not a Single Box
Pond filtration does two jobs, and confusing them is the most common reason a pond stays murky with a filter running. Mechanical filtration - the skimmer - pulls leaves and debris off the surface before they sink, decompose and feed next month's algae. Biological filtration - the BioFalls or biological filter - gives beneficial bacteria a home with heavy water flow, where they convert fish waste and dissolved organics into compounds plants can use. A pond with only one of the two is fighting with one hand.
Green water is the exception to everything above. Suspended single-celled algae is too small for mechanical filtration and unaffected by biological, which is why a pond can be perfectly filtered and still look like pea soup. A UV clarifier plumbed inline kills it as water passes through - the one algae problem that hardware solves outright.

Mechanical mats get rinsed whenever flow visibly drops, and replaced when they no longer spring back. Biological media should be disturbed as little as possible - rinse it in a bucket of pond water at spring cleanout, never under tap water, because chlorine kills the bacteria colony you spent all season growing.

Generally no. Skimmers and BioFalls are shut down and cleaned at fall shutdown, and the UV is drained and stored - ice will crack a quartz sleeve.
