It was dug to hold runoff, and it collects everything the runoff carries — lawn fertiliser, road sediment, whatever washes off the roofs. Then it stratifies, goes still, and starts producing algae, odour and muck. A fountain will make it look better from the road. Why engineered ponds behave like neglected lakes
A retention or detention pond does its hydraulic job whether or not anyone maintains it, which is how it ends up unmanaged until the complaints start. The mechanism underneath is always the same: nutrients in, no circulation, no oxygen at the bottom.
The runoff is the fuel
Every storm delivers nutrient-rich water off roads, roofs and fertilised lawns. Still, warm, shallow water plus a steady nutrient load is the exact condition a summer algae bloom needs.
Odour and mosquitoes reach the neighbours
Once a pond stratifies, the bottom goes anaerobic and starts to smell. Adjacent residents notice that long before anyone in the office does, and their complaints are what usually funds the fix.
Muck settles and stays
Organic sediment accumulates on the bottom year after year. Continuous circulation and oxygen suppress algae, cut the odour and speed up the breakdown of that organic material rather than letting it build.

Surface area
Roughly how big the water is, in acres or in feet by feet. This sets horsepower and how many units the pond needs.
Average depth
Decides whether a surface unit or bottom diffused aeration is the right approach, and how much of the water column you will actually turn over.
Distance to power
From the water's edge to the nearest panel, and what service is there — 120V, 240V or three-phase. This sets cable length and panel spec.
Two things separate a stormwater pond from an ornamental one. The first is documentation: Kasco surface aerators are independently tested at up to 3.0 lbs of oxygen per horsepower-hour (Auburn University) and are ETL listed to UL and CSA standards, which is the certification paperwork municipal and institutional projects ask for. The second is electrical reality. Single-phase 120V and 240V units run up to 5 HP — the 3.1 and 5.1 models deliver 3 to 5 HP on single-phase 240V where three-phase service isn't available — while the true three-phase 3.3 and 5.3 models ship with a CA-3235 control panel. On a deep pond, or a site where nobody wants electrical equipment sitting in the water, the compressor stays onshore in a cabinet and the pond is aerated from the bottom up. Timer, thermostat and lighting controls automate the run schedule so facilities staff aren't managing the equipment day to day.
