That distinction is the whole job. A de-icer draws warmer water up from the bottom and keeps a pocket of open water around the structures you need to protect, so ice never gets a grip on them. Nothing is being melted, and nothing is being warmed — the water that is already down there is simply put to work before freeze-up, not after.

What ice does to a dock nobody protected
Ice damage is not a bad-luck event. It is a slow, repeating mechanical process, and by the time you can see it in the spring the money has already been spent.
Ice jacking lifts the pilings
Ice grips a piling and rises and falls with the water level, walking it up out of the bottom a little more each cycle. The dock comes out of winter sitting crooked, and the fix is a rebuild, not a repair.
Floats crushed, frames bent, hulls ground down
Sheet ice crushes floating docks, bends boat-lift frames and grinds against any hull left in the water. Spring breakup and moving ice sheets do further damage in exposed locations.
Then the still-water season
Summer brings the opposite problem. Water that never moves around the slips collects floating debris, grows weeds and algae between the fingers, and turns stagnant and odorous exactly where people board boats.

Depth at the structure
A de-icer needs enough depth beneath it to draw warmer bottom water upward. Shallow water at the dock changes both the unit and the angle it has to be set at.
Exposure
Wind-blown points and north-facing shorelines need more capacity than a sheltered bay. Exposure is the single most common reason an undersized unit fails to hold open water.
What you're protecting
A single boat lift needs far less coverage than a row of slips. This sets unit count and spacing, and whether directional flow or an open circle is the right pattern.
The fourth fact is power. 120V covers most single-dock installations; marinas running multiple or larger units should plan around 240V circuits, with three-phase available on some lines. Mounting choice follows from the layout — floats for open areas, dock mounts where you want the flow aimed at something specific, suspended where the water is deep enough to work below the surface. Running a de-icer around the clock all winter wastes electricity, so we spec thermostat and timer control with the unit rather than after it; on a marina running several units that shows up directly on the hydro bill. One safety note worth stating plainly: a de-icer creates open water and thin, weakened ice at its edge, so the area needs to be marked and kept clear of foot traffic, skaters and snowmobiles all season.

A de-icer continuously moves warmer bottom water to the surface, maintaining an area of open water so ice cannot form against and grip your dock, pilings or boat lift.
Without that grip, ice cannot jack pilings or crush floating structures as it expands and shifts.
